Cobuild: add basic cobuild config 83e9552504

The static-map pointed to the wrong place… and it is also wrong to
have it here, because it would bypass Django protection for uploaded
documents.

Harakiri kills hanging workers (safeguard).

@wikiker ještě testuju spuštění na Gimlim (bude snad za chvilku), jestli ještě nepřijdu na nějaké nastavení co je potřeba potunit. Bude snad za chvilku hotovo.
